    This paper offers a pattern for the transformation of Iran’s public administration toward the fulfillment of the objectives set forth in the upstream documents of the country. In this Pattern, strategies which serve as independent variables are classified in five dimensions: value- cultural, social-communicative, political, economic, and technological. Dependent variables of the present pattern include structural and functional components of public organizations. Relations between independent and dependent variables were specified in a questionnaire submitted to key informers. The results of the questionnaire have been analyzed by nonparametric methods (binomial test, Friedman, Kruskal-Wallis). Operational pattern has been evaluated within parameters such as possibility of achieving the strategic objectives, foundation, scientific robustness, elegancey, efficiency and was approved by key informers. According to the pattern, developing of E-Governance system and the promotion of the structure of communication networks among public organizations with one another and the people, by changing of structural and functional components will result in serving better public services and satisfaction of the citizens. The impact of privatization, job classification into political and professional management, Transfer of some functions of government regulation and supervision to NGOS, reducing hierarchy and the correction of macro-organization of the executive agencies and ministries, on the structural and functional variables, have been approved. The Impact of outsourcing on the reduction of the number of government organizations employees, and the impact of the strategy of operational budgeting on providing new services and superior quality have been verified. According to the pattern, Value- cultural strategies which are based on Islamic values, can enhance the growth and self-fruition and empowerment of the employees, meritocracy, accountability, participation, accountability, self-control and self-guiding, service, cooperation, humanism focus on human dignity, contentment and competition for doing good among government organizations.

    This article emphasizes the idea of Leader attempts to root formation, goals and objectives to consider Takfiri groups. And as the answer to this question is that the roots of the formation of the group and its aims and objectives are excommunicating? Words and statements from the leader of the Islamic Revolution are considered. Researcher in this study using content analysis and theorizing based data and to analyze the discourse of the three-level model Frklaf including the description , interpretation and explanation of use And aim priority Spss software for the Friedman test was used. In this context, the sample size for purposive sampling method is used to number at least 39 people. The results indicate that : Excommunicating groups rooted in a conspiracy of global arrogance , due to the Islamic awakening , a sense of independence and identity in the Muslim world and thus unite the Muslim world against the global arrogance And with the goal of creating discord and division among the Islamic nation , the Shia-Sunni war , Islamophobia and promoting American Islam against Islam ( PBUH) And hide the real face of Israel , changing The Equation holy war and resistance , against Islam by destroying the Islamic identity and make a difference in the Islamic nation And the Islamic world has become one problems and in The future The scope of the group 's upcoming countries and Islamic states fooled And support them and spread them to be anxious .

    Research findings, plays an important role in improving the quality of human life and international economic and social changes. If an idea cannot be developed and converted to a product, process or services, the commercialization is not happened. The study of successful and unsuccessful examples of commercialization in the world has shown that, the selection of technology commercialization strategy plays a great role in the success or failure. The study of available literature indicates that, there is not a comprehensive research which investigates the issue. This research seeks to answer the question that, in different conditions, according to the different factors influenced on the commercialization process, what is the most appropriate strategy for the commercialization of technology.The aim of this study is, to identify the strategic priorities of the technology commercialization, with regard to effective factors. The method of this applied research is quantitative, for collecting the data, the questionnaire, for processing and analysis the data, the T-test, and for ranking the factors, the Friedman test was used. The results show that, the used strategies have been classified in three areas and the influenced factors on technology commercialization strategy, in ten categories. The impact of each factors, listed at the end of the article, based on the type of strategy, and with the final model and recommendations.

    Nowadays in regard to the continual environmental changes, expansion of science borders, and the competition raised among different organizations, the Human Resource Development has got an important position and therefore, different organizations try to increase their science, skill, and promote their Human Resource capabilities based on their missions and values. Considering the importance and position of Human Resource Development issue, and by the necessity of changing in human science, the authors have tried to extract the components of Human Resource Development from Holy Quran verses in this article .By using the research method of qualitative content analysis, the authors have surveyed the verses of Holy Quran and two valuable Almizan and Noor commentaries; they have recognized 65 verses related to Human Resource Development. Then by open numbering process of the meaning of extracted verses, they have reached to 102 meanings and by grouping these meanings to 30 groups and dividing them to 4 main branches, ( including: strategic direction, main principles, teaching methods and education content) they have proposed the Model of Strategic Components of Human Resource Development. Meanwhile the diagram of main components of Human Resource Development has been designed by writers, as guidance for Human Resource Development officials and managers. The foundings of this research shows that there are numerous versus in holy Quran in relation to human resource development components and this proves the reachness of Quran in all fields’ especially human science and human resource management. We also can conclude from these foundings that Quran has definitely many versus in relation to other human resource management components that can be recognized. Meanwhile we could reach this important conclusion that Quran is the book for individual, family, organizational, and social life of all human beings, and we must pay more attention to it and use its teachings more than before.

    Nowadays knowledge management is a critical issue within organizations. They have realized to use knowledge management systems to remain competitive and achieve long-term advantage. In this complex and turbulent world, Understanding of the movement of knowledge management in the future is important. Therefore, in this paper concepts were identified from the studies of the future of knowledge management, possible directions and effective factors for the future of knowledge management were determined. According to nature of the research, the method of "content analysis" and "Delphi panel" was chosen for data analysis. Content analysis is used to realize the orientation of the future of knowledge management. Results show a model that Depicts trend of knowledge management. This trend is influenced by two factors: Trends of internal factors (such as the future direction of the organizations) and external (such as environmental changes in the future). Understanding of the movement of knowledge management in the coming years demonstrates the importance of knowledge management and knowledge management systems for organizations and countries. This research may be the first one in the field of futures studies of knowledge management that is clearly stated knowledge management trends.

    According to the Western’s viewpoint, achieving a competitive advantage is the aim of acquiring and managing of knowledge. Conversely in Islamic viewpoint, perfection and approaching Allah is the goal of knowledge acquisition. This research studies differences between these viewpoints through two aspects of them i.e. importance and definition of knowledge. Therefore, using content analysis and inferential methods, 100 ayahs of the holy Quran and 1200 Hadith are investigated. Next, the studied parameters in Islamic viewpoint are classified in two category titled “Importance of Knowledge” and “Definition of knowledge management”. Then, the parameters are compared with their correspondent in western literature. The results showed that according to the Western, knowledge matures by applying them and commons in a skillful and specialize manner. Moreover, in some cases absolute ignorance is considered as knowledge. On the contrary, in Islam, knowledge is defined as light and absolute truth that can guide people. Then in Islam, acquiring knowledge is mentioned as a duty and worship.
